Job Description

At the West Coast Regional Council, we are passionate about looking after the infrastructure and resources that support our communities now and into the future. We are seeking an experienced and motivated Quarry Contract & Asset Lead to oversee Council's quarry interests and ensure our quarry assets continue to deliver value for the region.

This is a two-year, part-time position working approx. 24 hours per week.

This is a unique opportunity for someone who enjoys working at the intersection of contract management, asset stewardship, compliance, and strategic planning. You will play a key role in managing Council-owned quarry assets, overseeing contractor performance, and helping secure the aggregate resources our communities rely on for future development and resilience.

About the Role
As our Quarry Contract & Asset Lead, you will be responsible for Council-side oversight of quarry operations delivered by contracted quarry operators. Working closely with contractors, stakeholders, and Council teams, you will ensure quarry activities are managed safely, efficiently, sustainably, and in accordance with legislative, environmental, financial, and health and safety requirements.

This role focuses on strategic oversight rather than day-to-day quarry operations. The appointed Quarry Manager responsibilities remain with the contracted quarry operator.

What You Will Be Doing

  • Managing quarry contracts and contractor performance.
  • Monitoring compliance with environmental, regulatory, health and safety, and contractual obligations.
  • Overseeing quarry asset management, maintenance planning, and rehabilitation programmes.
  • Supporting financial accountability, budgeting, reporting, and risk management activities.
  • Contributing to future quarry development opportunities and long-term resource security planning.
  • Assisting with feasibility assessments, land and resource investigations, consenting processes, and business case development.
  • Building strong relationships with contractors, consultants, regulators, and stakeholders.

Desired Skills and Experience

About You
We are looking for someone who can confidently balance operational oversight with strategic thinking. You will bring experience in contract management, asset management, infrastructure, quarrying, civil construction, resource management, or a related field. 

You will also have:

  • Strong contractor management and relationship-building skills.
  • Knowledge of health and safety, environmental, and regulatory compliance requirements.
  • Experience managing assets, projects, contracts, or infrastructure-related operations.
  • Excellent communication and reporting skills.
  • Sound financial and risk management capability.
  • The ability to think strategically and contribute to long-term planning and resource security initiatives
